Annual CPA receipts must be spent, or set aside for future spending at a rate of 10% for open space, 10% for historic preservation, and 10% for community housing.  This CPA money may be accumulated over time in order to fund larger projects. The remaining 70% may be allocated to any one or a combination of three main uses, or development of public outdoor recreational facilities.  Up to 5% of the funds may be used for administrative purposes. That money can also support the activities of the city planner.  State and federal grant programs which require the city to make an initial contribution before a large grant is made can use CPA funds. This results in a much larger benefit to the city than from just CPA funds alone.

Upon enactment of the CPA, a Community Preservation Council (CPC) will be created to study the needs of the city and propose how the money should be spent. Among the things that that have been proposed for CPA funding are:

Purchase open space per draft Open Space Plan
         Shoestring Hill
         Greater Callahan State Park Initiative
         Hillside School

Purchase restricted properties if they come to market
Ÿ
Construct Recreation Fields

Purchase affordability restrictions for housing—apartments, condos
Ÿ
Rehab or convert public buildings
Ÿ
Provide matching funds to secure Federal grants
Ÿ
Save farmland
Ÿ
Library projects related to preservation of the historic building

Here are some locations in Marlborough which have been considered for rehabilitation. CPA funding could be used for some of that work.
