WELCOME
The Marlborough Community Preservation Act Committee (MCPAC) is a group of residents who are concerned about conservation, historic preservation, affordable housing, and outdoor recreational opportunities in the city of Marlborough. Our goal is to provide the residents with information about the Community Preservation Act and how it can benefit our city. We are leading the effort to place the Community Preservation Act onto the November 2010 ballot which would, if approved, raise funds both locally and through a state matching program to be used exclusively to address these concerns. To date, 142 communities in Massachusetts have voted yes to CPA and have completed very successful projects. We invite you to learn more about CPA and what it can do for our city.
CPA Defined
The Community Preservation Act became a law in 2000. It is funded by a surcharge of 1% to 3% on local property taxes. Participating communities must vote to levy a surcharge and decide what level to choose. This local revenue is matched with monies from the state’s Community Preservation Fund, held by the Department of Revenue. Revenues for the state’s CPA fund are derived from fees, charges on transactions at the state’s Registry of Deeds. The match is currently around 31%. There is a bill in the legislature (SB90) to increase the match to 75%. A local city board created after adoption of the CPA, the Community Preservation Committee, recommends use of the funds to the City Council which would then authorize project funding.

We have been notified that our ballot petition has been successful. We are waiting for a letter from the city clerk stating that the question will appear on the November 2 ballot. We now need your help more than ever to insure passage of CPA for our great city.
